Goths is the sixteenth studio album by the Mountain Goats, released on May 19, 2017, on Merge Records. The band has stated that Goths was inspired by an adolescence listening to The Cure, Bauhaus, Siouxsie and the Banshees, and Joy Division, as well as hearing songs on the Californian radio station KROQ-FM. How does one acquire this blue splatter variant? I have scoured the earth and the internets to the best of my abilities and came up empty handed.
I bought mine at live show (Utrecht, Netherlands september 2017)
They sold them at shows. I believe they sold out at the show in Oslo yesterday, I was lucky enough to get one of the last copies.

Either see them live and hope they still have some, or wait until someone starts selling them online for an exorbitant amount.
